It is called "Powerhouse" and was composed by Raymond Scott. This composition was used heavily by Carl Stalling when arranging music for Loony Tunes series of Warner Brothers cartoons. The arrangement is by Vaylor Trucks and is based upon a string quartet arrangement by Quartet San Francisco.
